Will Oliver, MS, CEO

President & CEO,

Fresno County Economic Development Corporation

Will Oliver is a third-generation Central Valley resident with over a decade of multidisciplinary experience in business services, economic development, and public policy. He holds an Executive Master of Science in Social Business and Entrepreneurship from the London School of Economics and Political Science, a flagship program dedicated to harnessing private action for public benefit. He also earned a Bachelor of Science in Business Administration from the Sid Craig School of Business at California State University, Fresno.

Will currently serves as the President & CEO of the Fresno County Economic Development Corporation (EDC), where he leads a dedicated team in providing advocacy, outreach, and support services to prospective and existing businesses to drive job creation and investment in Fresno County. He collaborates closely with private industry, civic organizations, and public agencies, overseeing the EDC’s key programs and special initiatives aimed at alleviating poverty through economic diversification and growth.

Under Will’s leadership, the EDC successfully secured a $23 million Good Jobs Challenge grant, bringing together community-based organizations, multi-sector employers, national experts, and workforce boards to eliminate barriers and create training pathways for 2,500 participants in high-demand industries across Fresno, Madera, Tulare, and Kings Counties.

Will has built strong partnerships with local stakeholders and national experts. In 2022 and 2023, he organized community summits to amplify the voices of underserved and underrepresented residents in economic development decision-making. He has also worked alongside national thought leaders at the Brookings Institution, U.S. Economic Development Administration, and Harvard Business School to enhance the Fresno County EDC’s and the region’s national influence.

In addition to his role at the EDC, Will previously served on the Madera City Council, Madera Housing Authority and Madera County Transportation Commission.
